China to establish 30 high-tech industrial bases

Beijing, March 6 (Xinhua) China will establish 30 high-tech industrial bases, according to a circular from the National Development and Reform Commission (NDRC).

Six bases, known as all-rounders, in Beijing, Shanghai, Tianjin, Shenzhen and Xi'an, as well as the Zhuzhou and Xiangtan regions in the southern province of Hunan, will focus on information, biological technology, civil aviation, astronautics and energy.

Dongguan in southern province of Guangdong, Chengdu in Sichuan province in southwest and Hangzhou in Zhejiang province in southeast are on the list of places where the remaining bases will be set up.

High-tech bases have played an important role in transforming the economic growth of the country and upgrading industrial infrastructure.

Last year, industrial output of the high-tech sector reached 1.91 trillion yuan ($269 billion), 7.8 percent of the country's gross domestic product.

Meanwhile, new high-tech exports hit $347.8 billion, accounting for nearly 30 percent of the nation's total exports.

Industrial output and exports have risen at an average annual rate of 21.5 percent and 37.7 percent, respectively, during the past seven years through 2007.

Can’t leave well enough alone, can you? You cannot PLAN innovation. It has to happen spontaneously. By setting up 30 different bases, all you are doing is to ensure that your smartest people are separated and cannot talk to each other.

Planned technology

Much of the technology boom in the USA came from original DOD planning ... for example ARPANET which eventually became the internet.
